Think it was part of the sea defences during WWII. Leaning over very precariously now after all those years of weather and water erosion but very good to photograph! Smothered in tiny tiny shells of little barnacles and limpets.
@randystreat It's a series of groynes or the remains of them. Where the seagulls are perched but out of view in the picture the ironwork is holding up ancient timbers. Some of the iron supports have collapsed over the years. Not a good place to go swimming at high tide!

It's okay, the cloud is back today!! It was rather a shock to the system, wasn't it? But oh, I did enjoy it. Perfect for beach wandering like this. Nice shot.
