I had totally forgotten that I had Topaz Studio V1.10.5 Impressions on my computer. Must say I am rather happy with the effect on a photo just snapped on the table at lunchtime. There are, of course, heaps of other filters in the program - so many to chose from and that is probably why I got a bit overloaded and forgot about it!
