@shutterbug49 Thanks Shutterbug. I started with a photo of bright lights on a black background. Duplicated the layer and flipped it vertically, using an "exclusion" blend mode. Both layers of lights were visible. I then brightened the lights and removed any stray lights. I then "twirled" the photo, giving me the circular pattern. Last step, I applied a filter called "Egyptian Sand" which flipped my background to a lighter color, gave me a little texture but the lights were still bright.
