Where are my shoes

When I saw these shoes hanging on the wire, I couldn't pass up getting a picture of them.

Where i used to live, this symbolized nearby drug or gang activity. Sometimes seniors in high school do this also as a kind of rite of passage. I can't understand why anyone would take a pair of shoes and waste them....
