Proactive Deconstruction

One lane of South Main Street in Providence has been blocked during the day for the last week or so. In talking to Dave, the Water Supply Board Inspector seen on the left side of this photo, I learned why. This street is going to be resurfaced next year. There are a series of old water pipes under the pavement that no longer connect to any houses, but still connect to the main line. Since many of these pipes date to the 1860s when South Main Street was rebuilt into its current configuration, there is a high amount of lead in these dead-end lines. The Water Supply Board is proactively removing all of them before South Main Street is repaved next year to avoid having to dig the new road up at a future date. It's nice to see some proactive work being taken to both improve water quality and also avoid an additional construction cost.

Post processing today started with a classic filter in Topaz B&W FX. I adjusted color sensitivity sliders and also adjusted adaptive exposure, regions, boost black, boost white, and protect highlights. In PSE I added a levels adjustment, followed by a brightness / contrast adjustment. The top layer is a sepia photo filter.

Hold on. I don't understand. So the water board are digging up the road now so that after the road is resurfaced in 2014 they won't have to dig up the new surface? Couldn't they have just joined their works onto those of whoever is doing the resurfacing next year? Or move the resurfacing work forward...

@Cheesebiscuit LOL I thought the exact same thing, but decided it probably wasn't a good idea to question it surrounded by a dozen union construction workers and a Providence cop (getting paid overtime to work the construction site.)
