Didn't feel like going out on a photo wander so played with my homemade lightbox instead. This is Kuroshio-kun, he's the mascot for Kochi prefecture. The Kuroshio is the ocean current that brings tropical warm water to Kochi. So I think this guy is an ocean wave or something...
The Kuroshio is also the name of an express train that connects Osaka and Wakayama which is on the other side of the bay from Kochi.
