I think this is what is known as a neighbourhood 'in transition'. Some quite run down places, mixed in with some newly and nicely renovated ones. The narrow streets and sagging infrastructure though, are problems that seem to me it will not be easy to solve.
Take this opinion for what it is worth, from a visitor who spent only three days here. BOB, I think.
