So I'm trying to learn what settings I can have blur in motion and still not too bright for daytime hours. I really want to try this technique!

It was disgusting weather, I had a four hour class and then I got home and had to take photos in the rain for photography. However the weather is great again today!
@myhrhelper thanks Kathy, because the weather was so bad I knew I would be able to achieve a slow shutter speed. Beacause it was handheld and I wanted the background as sharp as poss, I chose an apeture that would give me a shutter speed of a fifth, eighth or fiftteenth of a second which I can handhold reasonably well but most people would need a tripod. Hope that helps :-)
