@ludwigsdiana You probably won't believe this Diana, but they are balconies! I don't see why they would want balconies there at all. There is a very busy road (ot the road you see in the shot) on one side and a busy freight harbour on the other side..

Nice contrast in architectural design. Very interesting window shapes but those balconies look a little precarious.
