This is our 'water feature' just outside of our conservatory. The water is pumped into the pail, that, when full will overbalance and tip the contents into the water below which is then pumped around again and again and again...... eventually it becomes a very annoying noise! I therefore fixed the bucket so that it can't move, so we just get the sound of tinkling water.
