I don't know what this is!

I found it on the sidewalk next to a school building. You can sit on it. You can put your school bag on it. Since the top is shiny, more people will probably do this! It even has a shadow! Good old, but what is this? 👀😮🙄

Is it some kind of bollard? The hook on the side would stop a rope or tie falling to the ground?? I also thought it might be a cover for an air vent??
