This is the Miami Valley Firefighter/EMS Memorial at Leonard E. Stubbs Memorial Park in Centerville, OH. The center figure of the memorial is cut out and moved back about ten feet. The setting sun was reflecting off of the back of the memorial on to the cutout of the firefighter. It's a really cool memorial.
