When I was setting this one up I realised that this could be a lot of things. You confirmed it below. So here is a list of ones that we all think it could be and some I found on the Internet.
Ice hook; meat hook; hay bale hook; hand gaff; sack hook; Gunny sack hook; Ice jack;

Pyrrhula - is the one who got this absolutely right My picture shows a Sack Hook. My grandfather was the captain of a small coal steamer running coal from Northern Ireland during WWII. Sailing up the Thames in a coal laden steamer during the blitz was dangerous work. This was one of the hooks from his boat that was used to drag sacks on and off the cargo pallets during loading and unloading. It is interesting because the handle has actually been replaced. If you look carefully you see it is an old hammer handle that has been adapted and bolted back on.

Paula Brumbe - Oh, this is all the rage on Farmville, and it seems my quick google search of hay bale carrier or non motorized weed wacker is only showing me how to use a red shovel on Farmville for Facebook. So my official answer is a farm implement that deals with grasses that need to be cut, dried and baled and then moved. Net says:-->> Wow. Waffle of the day award here. Nice one. LOL. Correct!

Howard N - Some might call this instrument a backscratcher, but they are wrong, as that was earlier in the week. This is a second cousin to an ice hook, and we call it a 'hay bale hook.' Net says:-->> OOOH! That as a back scratcher! Thats gotta hurt. LOL. See the link to the accident above.

Lee and June are correct, it is bicycle tire pump. Looks like the mobile variety that is attached to the bike frame, so you won't leave home without it and be caught flat.

well, not to blow up out of proportion I guess one would have to be a lemming sheep follower and go with bicycle pump thing a ma doohicky a bob. I would rather it be a motorboat engine fuse though.
