I think I got you all on this one. Howard N got nearest to the truth. It is in fact the plast drain strainer for outside rain drains. It prevents leaves and rats and dead birds from getting down your drain pipes from your gutters. A mundane and obscure item which makes our lives easier.

So no winners today. But some wonderfully inventive ideas on what it was... read on.

Howard N - This gizmo either keeps things from going down or keeps things from coming up when inserted into where it goes properly. Alison Bailey - It's part of a paint whisk attachment for an electric drill. It froths the paint so's you can have a bubbly paint texture. When the things come down the drain pipe and dry out you have many options to remove them... maybe a rake, a shovel or the item pictured, which would probably clean up the yuk the best... a long handle, natural bristle push broom, is my guess.. And, it looks like they come in matched pairs (like dueling pistols), or maybe it's that one is left-handed, the other, right!
