Where does this door lead to?

The carved entrance, the ivy covered wall, the brick facade, the odd panel… what might it be?

I encountered this doorway of my walk today. Given the state it’s in, I am not sure it even opens. I looked up the building. This door leads to an electric substation for the local power company! Not what I expected.
