Taking liberties with language but these seed pods definitely look dried up. I have no idea what will develop from the seeds in them.

I shall go back and have a look at tree peony flowering time. I'm about to take out a yearly membership to St Cross where I found these seedpods as I go so often.

I did actually think of that but decided it was not too interesting!!!
I found this http://www.southernpeony.com/2013/08/2013-peony-seed-pods-peony-seed.html which does look like it, thank you! It was a shrub/bush about 6 feet tall with several straightish stems and in the Master's garden at the almshouses.
