This is some kind of climbing bush, @maggiemae. I had a close-up picture of a small piece of its' fluff some time ago ( http://365project.org/vera365/365/2015-02-12), and today I was passing by one like this again on the street.
In the UK we call it Old Man's Beard. Think it's a wild part of the Clematis family which has small white flowers in the summer. Looks very cheeky clambering over this fence.
Thank you for your comments on the fluffy wire! Ann - the title very much makes sense! It does look like the beard of a Santa-type guy. I am glad you all liked the picture.
