Only Happy When Wet

I'd not only smile, I'd dance with joy if we had some proper rain!
We have a hosepipe ban now in Kent. £1000 fine for transgressors.

Sad sight. It's been a few years since we had drought-like conditions. We were asked not to water outside or wash cars but I don't think we had steep fines like yours.
