Religious Rubbish?

I came across this humorous little episode at a layby along the A478 travelling south from Cardigan outside the hamlet of Bridell.

A religious shrine involving what looks 'Mother Mary' and possibly the 'Apostle Peter' and a sign requesting people take home their litter or they will receive a heavy fine!

Is this a pictorial oxymoron? (an oxymoron being a noun that’s defined as “a figure of speech by which a locution produces an incongruous, seemingly self-contradictory effect, as in ‘cruel kindness’ or ‘to make haste slowly.'”
So when contradictory or opposing words are combined, that expression is an oxymoron. Additional examples of this rhetorical device include living death, bittersweet, and poor little rich girl.)

What came first the shrine or the sign? I don't know but it makes for an interesting shot I think.
