I saw this sign in front of the office at the grocery store. We once hosted a children's author who was originally from Nigeria. He told me he was unable to send money home by the usual methods because it would never reach his family due to corruption in the government services. I don't know how giving an ID here in Richmond would make financial transactions any safer, but there are undoubtedly scams I can't even imagine.
