It appears that the penguins at Boulders do shifts for the tourists. As the larger group were leaving (backs to us) a smaller group came onto the beach. They spent about two minutes together, and once the photographer had moved, proceeded on their original path.
On this part of the beach there were usually more photographers than penguins. Later we walked down to Foxy Beach where you can only view the birds from the walkways. Then you can see hundreds at a time.
