I'm Confused

I've been driving by this sign for a couple of weeks but it's not a place where you can easily stop for a picture. Finally, yesterday, I decided to pull off and park to be able to get a shot of it.

Is it truly pointing west or did it just slip anyway, I wonder how many just ignored it.

The top screw holding it has fallen out and the sign has flipped over so it is now upside down and the arrow is actually pointing east.
