Tobacco tops

The tobacco is flowering. Soon they will send migrant workers in to snap the flowering tops off the plants

So is it the flowers that are used to create the tobacco that is smoked then, or is that to prevent the energy of the plant being expended on the flower.? I haven't seen tobacco growing before so these images are interesting.
