Water Main Maintenance

I was on my way to Sabin Point at lunch today when I noticed water pouring down all of the side streets leading to the park. That piqued my curiosity so I followed the flood back uphill until I came to this location. It turns out, the water company was flushing the water mains in the area as part of their annual cleaning. Talking to one of the workers that pulled up while I was taking this photo, it seems they do this purge annually to lower the bacteria levels in the main and also to flush any lead buildup in the pipes. Interesting concept, if nothing else.
Post processing started with a neutral filter in Topaz B&W FX. I adjusted color sensitivity sliders, adaptive exposure, regions, contrast, and boost black. A levels adjustment was added in PSE.
