Carnival lights

The picture doesn't tell you what I saw. The circle in the center is a Ferris wheel and the light display changes. That's what caught my attention, but this isn't a good picture. There were cars in the way and I should have gone up closer. You get the idea, though. same spot in the shopping mall parking lot as my photo from May 18, 2017 and the same problem.
