Coastal Version of Plastic Pink Flamingos?

Do you think this is some kind of "fisherman's yard art?" I was reminded of those plastic pink flamingos you sometimes see in people's yards ... or are these coastal gnomes. Regardless, they are displayed treasures of the person who lives here.
