I created 7 images of Piggy and Ducky with outlandish colors for step one in my usual photo processing program. Then I went out to https://funny.pho.to/ for step two and got the filmstrip application. That site has a number of really fun applications and frames. you simply select the one you want to use and upload your pictures. The site does the rest. After I saved that version I added the black outline around the picture- step three and done.
