(Canoe Fishing) pic for a contest

I didn't enter it because, when I looked up candid photos for contests in New Hampshire it said;
Privacy and Recognition: If the face is not shown in your candid photo, legal restrictions may still apply. Clothing, tattoos, or scars could make someone recognizable, even with their face not visible.

It's a lovely photo, but I don't get it... If people are captured candidly in public spaces - how can they still expect privacy?

@marlboromaam This contest was going to publish the photo, I did not know the people; they may recognize their clothes, life jackets or canoe and they may not like being published in a calendar, and its NH law.

PS, it is a very nice image. Front on, it would be more of a record image, even with the reflections etc, from behind its like the beginning, where are they going, what is their story ?

It is a great candid. There is a yearly Erie Canal photo contest in NY and if the people might be recognized you are required to get a model release from them.
