This poor little guy seems to have lost something. I read that lizards will often shed their tails to escape a predator. The tail will regenerate, but it will not be a perfect replacement of the original. That looks to be the case with this fellow.

@girlie@bpaquette ~ I always called these 'garden' lizards, but I looked it up and I think it's actually an Eastern Fence Lizard which are very common in North Carolina. Although I like Barbara's answer better. :)
