melbourne at midnight

I can't say I took this photo but it arrived on my phone from Laura who was at the Grand Prix in Melbourne, overnight our time! It arrived at 12.30am and she was having a fab time........she didn't know she liked Formula 1!
Been watching the highlights while waiting for lunch to cook but haven't spotted this......thought the blue building in the background may be 'spottable'.....and there were some Scottish Flags being waved at one point.....perhaps that was them???
