Motion Blur or Panning

I tried to capture some cars with my iphone using some of the features of the iphone like long exposure, but they were a mess. So I looked in the App Store and found an app called Motion Blur. I think it did what I wanted to this photo of Jay riding by. The theme this week is Panning. Debbie @hutterbug49

So I'm guessing the motion blur was only applied to the background? Can you control that on the app? Interesting....
