this is Ruscus - an intriguing genus of six species that occur from Madeira through southern Europe to Iran.
The flowers appear to grow out from the leaves - these apparent leaves are, correctly, flattened stems and are known as cladodes. they are quite unusual - have a couple of small plants but was very surprised to see a very big clump at Melbourne Zoo
