Wind in The Northwest

How does one show how windy it really is outside? One photo with a long exposure, during the day? Don't think I have gotten there, or like the effect that you need to use. How about three photos using the Harris shutter? Take three consecutive shots within the continuous shooting parameter of my D5100? How about continuous and lock the shutter open? 39 images later, pick three and post-process.
