This is the Josha Appleby a US Coast Guard cutter. According to Wikipedia :
"The Joshua Appleby's primary mission is the maintenance of over 400 aids to navigation in the Tampa Bay and along the west coast of Florida, including the Florida Keys."
Here it is in a floating dry dock, presumably getting some of it's own maintenance issues taken care of.
