Spring shoots of this rather rare, yellow, herbaceous, peony also known as Golden Wheel.
The only peony I know of that sends up bright yellow-green shoots in the spring, instead of the usual pink to reddish shoots. I got hold of one several years ago and I still wait anxiously, every spring, to see them breaking the ground and coming back.
