@shutterbug49 I can't say exactly what it is but I think it is going to be part of a support system, for a new road going over the creek. It's hard to tell from this shot but we are at the bottom of a ravine here, with a creek running along on the other side of the fence. The ravine kind of splits the suburb in half and only a few roads cross it so I think a new crossing is in the works to relieve the congestion on those roads.
