In preparation for a projected six-foot storm surge on the evening's high tide, the Fox Point Hurricane Barrier was closed this morning. The barrier, built after the devastation of Hurricane Carol in 1954, has never been tested. No storm surge has threatened downcity Providence since that hurricane.
