St.Roch is the patron saint of Montpellier, and is also the name of the main railway station. The area is being redeveloped and this new building is the centerpiece. It is called 'Higher Roch' and its curves are meant to evoque the movement of the dress of a flamenco dancer, as explains the architect in this video (in French).
