It might be legal tender. I bought my FIL a "Santa Claus" $2 bill for Christmas one year and it was considered legal tender.

@randystreat Are you serious?! I can't imagine a merchant accepting a $2 bill with Santa Claus on it for its face value (unless it's a promotion (like a coupon) of that particular store or shopping center etc) That's amazing.
