This is an Allium Christophii, also known as the "Star of Persia" and it looks like a geometric toy that you usded to be able to buy (though the toy was probably far more resilient). We have a few of these in the garden, I think they’re kind of magnificent.
Quite difficult to focus on, given its multiple layers.
