I'm surprised you use the term bubbler. It's use is rare in the U.S. Mostly in south east and south central Wisconsin. The Kohler company in Kohler, WI (about 55 miles north of Milwaukee) built the first ones in the US and had a valve known as a bubbler valve, so the name bubbler was attached to the drinking fountains. Most of the US and even most of WI call them drinking fountains or water fountains.
