Construction Site, Late Afternoon

Out of this picture, to the right, there is a huge new housing development going in. I'm not quite sure why they are building this big stone wall here. Judging from the large drainage pipe, in the corner, I'd guess they are planning to have a pond, considerably bigger than the little patch of water that is there now however, to the left, where the line of telephone poles can be seen, there is a major road which seems to be laying lower than the wall...I sure hope they had some qualified engineers vetting this project.
I know that in areas where there will be a lot of construction and paving that ponds are made to catch runoff from heavy downpours and storms. Maybe they will use the existing pond for its aesthetic value as well as controlling the run off?

@skipt07 I think you're right. They have done something similar closer to where I live, and created the pond where I often go to take shots of ducks and geese but there, there was actually a stream before they built it up whereas here, I thought it was just farm fields till now...oh well, I'm certainly not an engineer or civil planner.
