A storage vessel! But what is it storing? I feel the need to walk up those steps and to tap on the side in case it makes an empty barrel sounds. (I'm easily amused)

There's no obvious HAZMAT signs where they need to be so I'm going to take a stab in the dark and guess it's full of water. Nice big cistern to provide a water pressure for the locals. Is it on a hill? :)
