@pamknowler I don't remember the step by step process. A lot of times it is just a matter of applying different preset effects until I see something I like. I may start out with a general idea, such as, "I'd like to make this one look like a painting" but after that it's all a matter of what catches my eye. I think this one used one or two textures and also one or two "paint-style" effects. After I apply the effect, I will move the sliders around and fiddle with the hue, and again I might start out with an idea, "I want this one to have more blue tones..." for example, but an effect may change that in an instant if it looks better than what I envisioned. I wish I could be more specific- but most of the time in a picture like this, it's had so many layers and changes that I lose track of all the steps I took to produce it.
