Folly Tower

I caught sight of this tower yesterday, on my way to Cheltenham on the A46 via Stroud. (It's about 2 miles north of the M4 or J18)

I went back today and parked up, strolled around looking for ways to get nearer to it, but to no avail.

I've tried to google this, looked on Wikipedia, but can find no information whatsoever as to what is, why it was built or who built it.
