The dots in the distance on the mud are people digging for worms.
Why do they do that ?

People dig worms to use as fishing bait. Different bait according to what you want to catch. I've dug and used lugworm in the Isle of Man, my original stamping ground, to catch plaice in calm water, not too deep, as they are ground feeders. However not all fish, Manx included, will respond to lug. If you want mackerel, you need to fish with feathers in fast, rocky and deep water. We used to cut up mackerel and use it as bait for cod in deep, open water. Sea water to plate, max 1h30m.
