I think I've had one of these before - when I'm wandering along a track, zig-zagging from side to side, as the mood (and the underfoot conditions) takes me - do i really want to be raced by - and back - and by - and back - etc - at very close quarters - by any sort of dog? Had I been the owner, I might have voiced some sort of command - even if it was ignored - to alert me.
And there he was gone !!!!! As you know I love dogs, that said I do expect them like children to have basic manners and dogs like children have to be taught so yes I blame the owner. In my experience its the humans who need training. Getting off the soapbox now. 🤯
