The courthouse in Greensburg, Indiana is famous for the tree that grows out of the roof. It is a small town and needs to have some claim to fame. There is even a sign on the expressway to stop and see the tree. I remember stopping on our way to Wisconsin years ago when I was about 12. Doing the math this looks like they may have planted a new tree - or they keep it pretty well pruned for something that I first saw about 50 years ago.....
It's possible the tree's growth is restricted by its roots not being able to spread. I have things growing in the gutter of my garage all the time. But not to this size.
