Perpignan restaurants during the lunch hour in winter - blinds rolled up, outside tables not even laid. 13C/55F, mild by my northern English standards, but the Catalan blood freezes quickly. All were inside, by the fire, enjoying their soup, and probably still wearing their scarves and winter coats.
HaHa, I know what you mean. It's all what you're used to. We were in Canada one summer when it was about that temperature. We wore sweaters, but the locals were in flip-flops, shorts & tank tops.
I like the bright pastels of the buildings, too.
