I wanted to knock the door and ask why?
Three possibilities that I can think of:
1. The hedge cutter is very short and can't reach across.
2. The hedge cutter is being thoughtful as the people on the left like their privacy.
3. They have fallen out and the hedge cutter has just done his bit.

This does leave one wondering. However, I think it might be a sticky situation that one would be wise to stay out of. There may have been words exchanged between the neighbors. Anyway it make and interesting picture to leave us all wondering about.
